Yes. The payment is subject to Puerto Rico tax. However, taxes will not be withheld and you will not be provided with an end of year statement.
This payment is the result of SPU and AFSCME negotiations with the Financial Oversight Management Board (FOMB) in 2019, which provided for the allocation of a discretionary fund. Since that SPU-C95/AFSCME decided to distribute this fund, equitably, among all its members in order to provide economic relief.
No, this payment is in addition to the $600 Christmas Bonus that will be provided by the government. It is in addition to the “Upside Bonus” of $2000 that also resulted from our negotiation with the FOMB and will be paid in early December.

Our union is proud of the work we accomplished together to protect SPU members during these difficult times. With substantial assistance from AFSCME, SPU is the only union to have entered into an agreement with the FOMB that provided you an additional $2000 this year. When combined with the $600 Christmas bonus and the $400 SPU bonus, it will provide our members $3000 this year.
Our agreement will provide for bonuses of at least $2000 per year, and possibly more if the government’s fiscal performance continues to improve, for each of the next three years (2024, 2025 and 2026). We are also the only union with enforceable collective bargaining agreements that protect your jobs and benefits and create additional paid leave and holidays.
